If passed by Oregon voters, beginning January 1, 2025, Measure 118 will impose a 3% tax on all businesses’ annual gross sales over $25 million.
A broad, bipartisan coalition representing hundreds of large and small businesses, consumers, taxpayers and leading organizations from across Oregon, including the Bend Chamber, are formally opposing this costly ballot proposal to create a $6.8 Billion tax on sales in Oregon.
The measure is essentially a gross receipts tax on sales, not profits—and businesses would be forced to pay regardless of whether they were making a large profit, a small profit, or were losing money. Even worse, the tax on sales would be passed through to smaller businesses and ultimately to consumers.
