The first step in participating in the Pre-Approved ADU Design Library is to have your ADU plans reviewed and approved by the City of Bend. This is done through their Master Re-Issue Permit Program, and we have provided helpful links to their systems and processes below.
Once your plan set is approved by the City of Bend as a “Master Permit,” you are now ready to submit your pre-approved plans to the Bend Chamber for use in the Design Library.
STEP 1—Approval with the City
Online Permit Center Portal
All City building permits are processed electronically with electronic review within their CityView software. Here is a link to the Permit Center Portal where you will create an account or sign into an existing account to apply and submit your plan set.

Master Re-Issue Permit Program
Once you have access to the Permit Center Portal with your own login account, you will want to compile the required plan-set documents and submittal items. Here is a link to the City’s Master Re-Issue Program Policy, which provides a list of required review documents as well as an outlined step-by-step process for the application in their CityView software.

STEP 2—Submittal to Bend Chamber
Prepare Your Information and Images
Please prepare the following required information before submitting your ADU Plan:
• City of Bend Master/Reissue Permit No.
• Permit validation date
• Company name, contact person, email and phone
• ADU plan name
• No. bedrooms and baths
• A brief description
• Instructions on how to purchase the ADU Plan, including a link to your website (if applicable)
Sumbit Your Information to the Bend Chamber
Click on the button below to fill out the application form and submit your ADU Plan, pre-approved by the City of Bend, for inclusion in the Bend Chamber Pre-Approved ADU Design Library.
Please read the instructions in Step 2 above before submitting your pre-approved ADU plan to the Design Library.

The plans have been reviewed for minimum Oregon Residential Specialty Code compliance by the City of Bend. The approval of these plans and issuance of a permit based on construction documents and other data shall not prevent the building official from requiring the correction of errors in the construction documents and data. All applicable review and permitting fees still apply and use of these plans does not exempt applicants from any and all required fees or cost in the permitting process and further documentation requirements.
