In November of 2012 Sally was elected and seated on the City Council. She was re-elected to a second term in 2016. In January 2015 and again in January 2017 she was selected by the Council to serve as Mayor Pro Tem.
Prior to serving on Council, Sally served on the Bend Planning Commission (1990-1998), which she chaired for 2 years.
Sally graduated with a MBA Marketing degree from Portland State University. She did her undergraduate work at Smith College receiving a BA in German Civilization.
Sally currently serves as Chair on the Deschutes Collaborative Forest Project, and also on the Bend MPO (Bend Metropolitan Planning Organization). She is a member on the Oregon DOT Transportation Growth Management Commission (TGM) and Oregon Outdoor Recreation Initiative Leadership Team.
Sally’s leadership and support in the community has included the Tower Theatre Board of Directors, she was the Executive Director of the Cascade Festival of Music and of the Cascade Cycling Classic, and was Director of Marketing for Broken Top Limited Partnership. Sally started several local mountain bike races – including the Cascade Chainbreaker and the Big Fat Tour – she was a founding member of the Central Oregon Trail Alliance (COTA). She was coordinator of the Deschutes County Committee on Recreation Assets, created by Senator Wyden in 2007 to promote recreation projects throughout Deschutes County, and was a founding member of the Galveston Avenue Revitalization Committee (2010).
Before she moved to Bend in 1984, Sally worked in Portland with her mother, Nancy Russell, on the formation of what became the Columbia River Gorge National Scenic Area.
Sally’s passions include kiteboarding in the Columbia River Gorge, Nordic skiing on Mt Bachelor, mountain biking, running an organic CSA garden and enjoying life with her two daughters, Sophie and Isabelle, whenever they come home from college.
