Cleaner air policy forums launched throughout the state

The Oregon Department of Environmental Quality (DEQ) and the Oregon Health Authority (OHA) plan to host regional public policy forums to receive public input on possible changes to Oregon’s air quality regulations. The likely regulatory changes stem from a controversy related to Portland art glass manufacturers and air toxic releases. Since then, DEQ and OHA have launched an initiative to “reform industrial air toxics regulations and align them with public health.” As part of that initiative, the agencies will begin a formal rulemaking process to create “human health risk-based rules for industrial facilities.”

An early stage in Oregon’s formal rulemaking process is convening a Rules Advisory Committee (RAC). The RAC generally consists of interested stakeholders who will provide the agency feedback as it relates to the impacts on their represented constituency. Before the RAC convenes, DEQ and OHA have invited the public to attend four regional policy forums in September and early October in preparation for the Cleaner Air Oregon Regulatory Reform. Public input from the four policy forums will be shared with the Cleaner Air Oregon Regulatory Reform Advisory Committee. That advisory committee will meet from October 2016 through April 2017 and provide input into the drafting of new air toxics rules.

Industrial facilities that hold an air quality permit are strongly encouraged to attend and testify at these regional forums. This is a great opportunity to tell the agencies how important reasonable regulations are to you, your business, and your community.
