RE: HB 2007 – Relating to housing development. Requires city or county to review and decide
applications for certain housing developments containing affordable housing units as first priority.

Chairs Devlin and Nathanson and Members of the Committee,

Thank you for the opportunity to share this testimony. On behalf of the Bend Chamber of Commerce and its 1300 plus members, we extend support for HB 2007 in order to address the pressing need for affordable and market-rate housing.

Like most of Oregon, Bend and Central Oregon are in dire need of affordable housing. Passage of HB 2007 would give Oregonians a chance to help reduce the current shortage and also proactively:
• ease the ability to increase housing production and reduce the ability of cities and neighborhoods to prevent zoned density from being built

• help promote affordable housing by setting shorter processing times for affordable projects and allowing religious institutions to use their property for affordable housing

• establish a reasonable approach to ensuring land inside UGBs is used more efficiently

• decrease ability to use national historic district designations to prevent density and infill
We are, however, cautious about including rent control in this legislation and would need to reconsider should it be added to this bill.
