Bend city staff rolls out latest version of UGB expansion

Proving the adage that you can’t please everyone, the city of Bend at a press conference on Tuesday released the latest version of the city’s proposed expansion of its Urban Growth Boundary (UGB) and its Urban Reserve Area (URA). The city is proposing to add 4,884 total acres to the UGB, mostly in the area in and east of Juniper Ridge and part of the “Gopher Gulch” property just east of Highway 20 near O.B. Riley Road. This latest version of the UGB expansion, recommended by city staff, is significantly different than previous versions and is sure to be questioned by various parties, especially those who thought their land would be included in the UGB. City staff pointed out this recommendation still has to go through hearings before both the city and county planning commissions (a joint meeting is scheduled for July 26) and could change significantly. A public workshop will be held sometime before July 26, and the public will have ample opportunity to comment. A UGB is a legal boundary separating urban land from rural land, and no development can happen outside the UGB. The Urban Reserve is land scheduled to be included in the UGB at a future date.

The guest speaker will be Kevin McCauley, M.D., who will speak on “Disease Model of Addiction.” The free summit will run from 8 a.m. to 4 p.m., with three breakout sessions on various subjects such as “Why implement a drug-free workplace,” “My life revolved around meth: Panel of recovering addicts,” and “The dilemma for healthcare providers.” Lunch will be provided. This summit is for anyone who deals with meth issues, including business owners and human resources managers, law enforcement and community justice professionals, teachers and school administrators and friends or families with an addicted loved one. Opinions vary on Measure 37

Last week’s survey question was, Should Measure 37 be left alone or modified, and if so, how? We received several comments on both sides of the issue. Some comments:
“Measure 37 definitely needs to be modified so it allows people to build one or two homes, but maintains protections for farm and forest land, allows for zoning that promotes quality of life and brings back fairness among neighbors who bought their land at different times.”
“Repeal Measure 37! What a disgrace for Oregonians who have long prided themselves on thoughtful land use.”
“Measure 37 came about because Oregon’s land-use laws are communistic by nature. Oregon’s land-use laws take away too much of an individual’s rights. What needs to be done is a rewrite of land-use laws to give the property owner more rights. Oregon land-use laws give way too much power to government to tell land owners what they can do with their land … If the government wants to control the use of land beyond legitimate safety/environmental concerns, then the government should buy that land and compensate the owner. …”

First Bend Business Review features Juniper Ridge article

The first edition of the Bend Business Review, a new product of Cutter Communications, Inc., publisher of Bend Living, is scheduled to hit the streets on Friday with a thought-provoking cover article on Juniper Ridge by former Bend Mayor Allan Bruckner. The result of much research by Bruckner, this is a must read for anyone interested in how the concept of Juniper Ridge has evolved over the years. Bend Business Review will be available at many locations around town.
